Foreword
Confidence in a changing market
Construction activity remains strong in the UAE. But delivering that pipeline is becoming more complex.
Investment continues at significant scale despite ongoing regional tensions. A strong pipeline is sustaining activity across the UAE, although changing commercial conditions are influencing how projects are priced, procured and delivered.
We’re seeing a more considered approach to decision-making. Early decisions on pricing, contractor capacity or critical supplies can help build confidence in delivery. But it’s important to keep some flexibility and adaptability. The question is what needs to be decided now – and what can wait.
Contractors are becoming more selective about the risks they take on, particularly where future costs or supply conditions are difficult to predict. This is putting greater emphasis on procurement decisions, how risk is shared and the potential impact on cost and programme.
Alongside our market analysis, we look at why construction disputes grow and, importantly, how they can be prevented. Most are predictable. The warning signs are often there, but problems can escalate when decisions are delayed or issues are left unresolved.
We hope the analysis and insights in this report give you a clearer view of the UAE construction market. They can also provide useful context as you plan and deliver your projects in the months ahead.
