From awareness to action
Uncertainty is not going away. Construction leaders cannot control or predict every shift in costs, supply chains, skills or technology. But they can control how prepared their organisations are to respond.
The findings in this report show why that is increasingly important. Uncertainty is already adding significant cost, while confidence in delivering projects on time and within budget has fallen. And across every risk factor we tested, more respondents expect conditions to worsen than improve.
Organisations are responding. But activity alone does not create certainty. Investing in new technology, sustainability or skills will only go so far if those investments do not strengthen how projects are planned, controlled and delivered.

The research points to a capability gap.
Organisations showing greater maturity across data, technology, sustainability and skills are more confident on time and budget. They are also less likely to report severe delays, cancellations, stalled projects and major financial loss.
They are not immune to uncertainty. They are better equipped to deal with its consequences.
For leaders, the priority is to understand where that capability is strong and where it needs to improve. Do teams have reliable information when decisions need to be made? Can they see how changing conditions affect cost and programme? Is risk clearly owned? Is the right expertise involved early enough? And do people have the authority to act?
These questions need to be asked at project level. Stronger data can give teams a clearer view of changing conditions. Effective project controls can show what those changes mean for cost and programme. Technology can help teams test options faster. The right skills and expertise can turn that insight into action.
Certainty is not about predicting exactly what will happen next. It is about being equipped to respond when conditions change.
For organisations investing in construction, greater certainty means better-informed decisions, stronger control and a greater chance of protecting capital, keeping projects moving and delivering long-term value.
